
NOTE:
Greater energy efficiency can be gained by insulating to higher R-values. Recommended Levels for your geographic area (Washington) are: Walls to R-21, Floors to R-30, and Attics to R-49. (Recommended levels based on the U.S. Department of Energy’s recommendations and the most recent minimum International Energy Conservation Code levels).

Insulation:
Insulation is designed to resist heat flow. When it’s cold outside, insulation keeps warm air
inside the house. In the summer, it helps keep the heat out. The most common types of
insulation are fiberglass (batts and blown), cellulose, rigid foam, rock wool, and spray foam.
Reasons to install or upgrade the insulation in your home:
• Heating and cooling are the biggest energy users in your home
• Insulation keeps your home warmer in the winter and cooler in the summer
• The higher the R-Value, the better the thermal performance of the insulation
Incentive amount:
$0.50 per square foot for walls, floors, or attics, please see Qualifications below for specific requirements

Qualifications:
1. Newly constructed homes do not qualify because they are already meeting insulation
requirements in current building code. Remodeling projects may not qualify if the
upgrade requires a building permit. Unheated spaces, such as a garage, do not qualify
for incentives.
2. Pre-existing insulation levels must be nonexistent or less than R-11 in walls and R-19

3. Insulation may be installed by the customer or contractor. Self-installers are eligible
for incentives on materials only.
4. To qualify for incentive, insulate in minimum increments listed below.
Walls –Insulate in increments of R-11.
Floors/Attics –Insulate in increments of R-19.

5. Insulation must be installed and proof of payment (copy of cancelled check or charge
receipt) is required to process incentive application.
6. Work may be inspected. To ensure that your insulation is installed correctly and to
gain the most benefit from energy efficiency, we recommend using a contractor.
Receipts must clearly indicate R-value and square footage.
Contractor invoices must clearly indicate square footage for each area, insulation type and
R-values for insulation installed, and cost of materials and labor before sales tax.

Qualified Customers:
Residential customers who reside within the State of Washington and who purchase their
electricity from Pacific Power on Rate Schedules* 16, 17, or 18 are eligible to participate.
Landlords who own rental properties where the tenant is billed on Rate Schedules* 16, 17,
or 18 also qualify for this program.
